Global Tech-Transfer Hainan Center

The National Technology Transfer Hainan Center (referred to as the “Hainan Center”) is the 12th national-level technology transfer center in China, jointly promoted by the Ministry of Science and Technology and the People’s Government of Hainan Province, with guidance and support from the Torch High Technology Industry Development Center of the Ministry of Industry and Information Technology and the Hainan Provincial Department of Science and Technology. It is uniquely operated by China General Technology Group, a centrally administered state-owned enterprise, making it the only national-level technology transfer platform managed by a central SOE.

Approved by the Ministry of Science and Technology in February 2022, the Center officially launched its operations in March 2023.

As a key initiative supported by the Ministry of Science and Technology to advance the development of the Hainan Free Trade Port, the Hainan Center leverages the institutional innovation advantages of the Free Trade Port to serve as a hub for the cross-border flow of technological resources. It aims to build an international technology transfer service platform that integrates all key elements and connects the entire innovation and commercialization value chain.
